GEMA/HS Leverage HWL’s Full-Service Vaccination Staffing Program

Healthcare Workforce Logistics (HWL) partnered with Georgia Emergency Management and Homeland Security Agency (GEMA/HS) to provide a full-service Vaccination Staffing Program with a scalable platform designed for speed to delivery. 

 

How HWL Responded to GEMA/HS’s Urgent Requirements

  • Identified qualified and deployable medical personnel within 72 hours of notification. 
  • Deployed 189 medical personnel to four mega-vaccination sites throughout Georgia.

Under the National Strategy for the COVID-19 Response and Pandemic Preparedness issued January 21, 2021, HWL  leveraged a proprietary  VMS Platform to staff the task order’s initial four COVID-19 drive-through vaccination sites in the state of Georgia. 

At each site, HWL staffed clinical personnel and site management capable of safely administering approximately 1,000 COVID-19 vaccination doses per day for the first 21 days in accordance with task order requirements.

 

Fast-Tracked Implementation & Unparalleled Results

As a result of the highly skilled staff deployed, HWL provided staff administered approximately 1,500 COVID-19 vaccinations daily. GEMA/HS has since expanded our services to an additional five sites to support increased vaccination demands. As of April 10, 2021, healthcare staff have administered more than 214,000 COVID-19 vaccinations.

Turnkey Solution with the Ability to Scale Rapidly Across the Nation

Our full-service turnkey solution requires agility and scalability to align with the changing dynamics of each vaccination site. In response, we designed a model that would allow for ramp up with the goal of distributing 2,000 doses per day, per site, as creating a blueprint for additional sites as vaccination supply increased.

Our end-to-end solution tailored to GEMA/HS’ mission was comprised of the following key elements: 

  1. Solution Design & Project Planning

Per GEMA/HS required specifications, our team used Lean project management methodologies and developed a staffing matrix to station 4+ mass vaccination sites to be scaled to administer from 1000 to 2000+ doses per day.

  1. Program Management

HWL employed an end-to-end MSP model to ensure efficient program management for all touchpoints to include our GEMA/HS stakeholders, clinical oversight and compliance management, vendor management, and workforce management to facilitate all time management and human resources functions.

HWL assigned dedicated Field Operations to serve as the conduit and manager across all functional areas. 

  1. Clinical Oversight

HWL assigned an experienced Clinical Team Leader to work in conjunction with the GEMA Site Leader for each location. The Clinical Team Leader has the responsibility to manage all Vaccinators and Pharmacy staff per the staffing models and protocols outlined in the mission.

  1. Compliance & Protocol Administration

When scoping the solution and appropriate delivery model for this mission, it was imperative that our Compliance teams vetted all Georgia statutes and emergency waivers for vaccination administration.

Additionally, HWL, through our partnership with Jackson & Coker, assigned Medical Directors responsible for each vaccination site to ensure proper compliance to Georgia vaccination protocols. 

  1. Vendor Management Services

HWL also managed relationships with Agency Contract vendors and monitored adherence to contract pricing and service levels, including evaluating vendors based on their delivering temporary staff according to negotiated contract terms. Additional services included providing systems, processes, reporting and training to assist customers and designated Vaccination sites in their day-to-day ordering of temporary staff under Agency Contracts.
